Stanley Kamanguya, the Chief Executive Officer of the Information and Communications Technology Authority (ICTA), has been at the center of a complex and ongoing dispute regarding his continued tenure. Contrary to any claims of voluntary resignation, Kamanguya was effectively dismissed through administrative action taken by the ICTA Board, which placed him on terminal leave and proceeded to recruit for his replacement.
This move has been contested legally, leading to a significant courtroom intervention that reinstated Kamanguya and restricted the board from further action against him.
The controversy originated from procedural irregularities cited by the ICTA Board concerning Kamanguya’s reappointment process. The board asserted that his renewal application was submitted past the prescribed deadline and criticized the manner in which the application was prepared, alleging it was drafted unilaterally by Kamanguya rather than being reviewed by the mandated performance committee.

The court further directed that the acting CEO refrain from undertaking any official duties that would supersede Kamanguya’s authority pending the full hearing of the case.
The legal process remains active, with a comprehensive trial scheduled to examine the substantive issues concerning the validity of Kamanguya’s term and the board’s actions.
